More (Restricting) Details on SDK

Apple being the enterprise they are, are planning to heavily moderate the apps that will be available for download via iTunes. The whole point of an SDK is for third party developers to put their apps on devices. With Appleās SDK, Apple wants complete control of what Apps make it onto the iPhone and iPod Touch and complete control of all of the iTunes distribution.

This has not yet been confirmed, but was stated by iLounge. This sounds extremely plausible considering Apples position in the consumer market. They have even stated that they will not grant developers access to the dock connector to use an insert that can work with an application.
One more thing, more and more reports are coming in that the March 6th event will be a beta release and the final release may take as long as 3 months at the WWDC in June.
